You need to 'sell' the car to a friend or family member in Oklahoma or
Nevada where no safety inspection is required.  You should see the cars with
cracked windshields and broken tail lights that have Nevada plates.  I even
see a lot of cars in Las Vegas without plates at all.  Your gambling dollars
shouldn't be spent in traffic fines.  Good idea.
