Fuel shut off

Under III-9.1 Fuel shut-off: All cars with other than a stock fuel system
shall have a fuel shut-off...

I'm assuming that the use of a carburetor and mechanical engine driven
(stock style) fuel pump constitutes a "stock fuel system"?

Hilborn injection systems are non stock?
