Dave,

I would assume its not the catalytic converter because the CO's are good. 
Usually if
A converter is not working you will show high very CO's.
NOx is high I would more than likely say that there is a very high amount of 
carbon
buildup in the system. I assume that this is a carburated and not a throttle 
body?
A good way to decarbon the system is to take a fuel injection cleaner, or some
isopropal alchohol and run it thru the major vaccum line, like off the brake 
booster
and give vehicle about 3000 rpm and poor slowly thru the vaccum system this is a
good way to clean soom of the carbon from the system.
Make sure the oil is changed, and vehicle is warmed up before you go and give 
that a
try.
