All the ones I've seen--an admittedly small sample--have been painted black.

I thought I would try again to find the answer to this.
On the back of the rear drum backing plates a lever sticks out that
is connected to the hand brake cross rod.
Is the lever zinc plated or painted; perhaps silver?
