To Title as 60 or 61?

Good-day folks.

I received my heritage certificate for my frogeye .. It has a build date of
July 5 1960. The car was imported into California and has a black plastic tag
indicating BMC 61 adjacent to the VIN. The car was incorrectly titled as a 64
at some point and I now have the opportunity to correct that. What is the
consensus on if the car would have originally been titled as a 1960 (build
date) or 1961 (BMC tag).
