Take a look at the spring as you wind the mechanism up and down (you may 
have to do this with the regulator out and all grease washed off). Watch 
the gaps between the spring. The gaps will close as the spring tightens 
but there should be a small amount of gap somewhere on the spring in the 
full down position. You don't want the spring to bind. Check also the 
length of the regulator mounting screws. If too long they can interfere 
with the mechanism.
