If the latter, the best protection is offered by earmuffs. You should look for 
close to 30  NRR reduction. Even more reduction with foam ear plugs underneath. 
 The basic red and black 3M muffs are pretty good and available at home 
improvement store.
If in the car, under a helmet, try foam earplugs with wax swimmerâ??s earplugs 
on top.
There are places that will sell you a mixed set of different foam earplugs so 
you can figure out which one fits your ear best, and then order them in bulk.
