 Sorry I can't help with the axle ID but that welded inner flange shows one=
 of the weaknesses of some of the replacement axle/flange combinations; the=
 flange is retained by a bolt & thick washer & torqued, but there is just a=
 little shoulder where the shaft diameter increases & the inner end butts u=
p, & it's not enough surface area to support the axial load, & they tend to=
 loosen.The one in the photos won't loosen.Also it appears that one of your=
 brake shoes is upside-down, leading vs trailing...
