I believe some areas allow as high as 75 mph (and likely won't write a
ticket for 80).

In California, trailers are limited to 55 mph, but I have been stopped while
towing at 75 mph and not gotten a ticket for speeding.  (Did get a written
warning for no seat belt, though.)
