Perhaps I'm off base and/or forgetting my basic geometry, but isn't the
track supposed be measured at a point on the rim on the (horizontal)
centerline of the wheel and thus should not be effectively increased by
camber, but rather decreased as the camber pulls that point closer to the
center of the car? (unless, of course the standard is measured with positive
camber and the negative is less than absolute value of the positive
measurement...)

Of course, having rims too wide or with the wrong offset would cause it, as
would measuring at the top or bottom of the rim.
