If it was jumpy everywhere it's probably a damaged, dry, or dirty drive
cable, but at a specific RPM it's probably wear in the magnetic drive
allowing the drum to tilt enough to make contact when the needle side
winds up enough spring tension. You might try cleaning and lubing the
drive cable, but otherwise there's nothing to do for it but get it
rebuilt.

I am having a problem with my Smith's Tachometer. It indicates smoothly
up to about 5500RPM and then goes nuts  - swinging between 2500 and 6000
until the RPM drops to a lower level.
