Leon,

The answers from Randall and Brad are helpfull, but your first point is
import into the US, this before you have to think about possible State
requirements.

Take a look at www.nhtsa.gov  the National Highway and Traffic Safety
Administration, follow left side colum International Activities, then
Importation of Vehicles. There you will find all the answers you need.
I have in the past years imported several Land Rover's SII and SIIA's
without any problem or conversion needed.
In december my latest import arrived, a 1975 Range Rover 2-door, and again
no problems at all.
And for the moment I have a few Mercedes Unimog's on a ship ready to arrive
here in late March.
Since your car is a 1963, its older as 25 (easy import) and from before
1968, easy emission rules.
My Land Rovers and Range Rover costed me the shipping cost (I advice to use
Wallenius, do NOT use any US Ro-Ro shipping line), the custom broker fee
($45.00) and 4% import tax.
In my case, in Alabama, the DMV is the easiest you can imagine, no
inspection, no one even came to look at the car. The cost to be on the road
here was $15.00
If the state you intend to move to creates any problems. import the car to
Alabama, have it titled here, sell it to your state for $1.00 and you have
it in your state without any problems.
