What exactly is wrong with the horns?
If they just don't honk all they may need is a little adjusting.
Most horns have a small screw adjustment on them some where which
moves the breaker points inside the horn to vary the sound.
Over the years the points tend to burn and tarnish and become high
resistance.
Check each horn for continuity to ground and you'll probably see a
very high resistance.
Bear in mind there is a resistor in parallel with the horn coil to
provide a rudimentary spark quench circuit to the points so even
though you might read continuity it may not be the electromagnetic
coil.
If the coil still refuses to function, you can dissemble the horn and
clean the contacts to get everything working again.
 Not a real hard jobby.
You'll need to make up some new gaskets for the diaphragm but that's
about all.
