I think you'll find that it is difficult to re-install the front cover with
the head on.
You have to slide it in under the head and head gasket without trashing the
gasket.
I don't have 1st hand exp. on the U20 but this is certainly true of the L
series engines, which are of similar design.
The U20 engine has a design which allows the head to be removed without
removing the timing chain but not the reverse.
