Shocking horn question

Hello all,
I honked my horn at somebody the other day, and got the #%$&*@ shocked out of
me.  There is obviously a short somewhere.  Is this a common problem, and thus
a common fix?  I saw the comments for removing the horn button, is this the
same for a '67?
