66 - 67 Steering

66-67 Steering?

When I took the horn button off the steering wheel in August a molded circular 
black piece of rubber fell off in pieces and I did not get to see where it was 
sitting.

I have identified all the pieces except item 16 on the fiche for the steering 
button area. Item 16 is called out as a spring and sits between the base chrome 
and the wheel. I have no metal spring. Is this piece of black rubber item 16, 
if so, what have you all used as a replacment piece?
