4 Speed Shifting

Subject:  4-speed shifting out of the car.

Got a 4-speed of untested condition.  No visible damage and no slop in the
bearings.  Cleaned it up and put on all new seals.  I tried to shift it
through the four gears and it won't go into anything except reverse.  What
would keep it from moving into gear?  Where do I look for the offending
piece?
