E-brake lever Question

Greetings,
Could someone tell me does the emergency brake lever bolt
to the floor on top of the carpet, or directly to the floor,
(or specifically the side of the trany tunnel)?

I finally have the body on the frame.  In a month or 2,
I may even have this thing running after a 2 + year
restoration.
