Hi All.
The heatshield is similar to the one used on Solex U-20 cars.
The "supercharger" is a heater.
Japanese racing was "production" car based using European rules. That 
meant it had to be essentially the same as the car you could buy in the 
showroom. There was also a prototype class where a twin cam, 2 litre, 
six cylinder roadster competed.
In Japan all 1600s and 2000s competed with hardtops. It can get very 
cold in Japan and windows fog up so a heater is needed to demist the 
windows.
At the time the 1600 started racing heaters were still only an option 
in Japan and some other markets.
