The equipment doesn't have to be there.  You just have to get it to pass 
somehow.

I have a 69 2000 with all smog equipment off.  Once per year I take into one 
of the shops adjacent to the testing center and with the help of test 
equipment similar to those used by the state -- adjust the carbs so they are 
on a starvation diet.  Done just right, it will pass (have done it with both 
solex and SU's).  After passing, I take the car home and adjust the carbs so 
it runs decent.
