Calvin,

Solex carbs do have some odd fault problems. I am aware
of one that allows FUEL to come through. In your case
I would suspect:
a) blocked idle fuel circuit
b) missing brass termination (little plug that goes into the
    carb body).

        I do not have his phone number handy, but worth
checking with.

I still have my solex carbs in the garage. SU's on the car. ;-)
