It varies from state to state of course, but at least in California it's not
that simple.  "Light trucks" (defined as less than 5 ton gw) do not require
commercial licenses, nor do "pickup trucks" which are defined as having an
open bed not exceeding 9 feet, gw under 5-3/4 tons and unladen weight under
4 tons.

And, since the bill applies to vehicle manufacturers, it would seem tough to
tie it to vehicle registrations.
