Washington DC Car Club?

Listers, particularly from the DC area:
I have just purchased a car badge or my collection that i need some help
in identifying. It reads: SESCA Wash. DC. It is shield shaped, has a red
background. There is a blue streamliner shaped car and Wash DC is
surrounded by a laurel wreath.

Any help identifying either by name or date or both would be
appreciated.
