starter problem

        I recently installed a new (rebuilt) starter on my 67 MGBGT.  When
I turn the ignition I hear a whining sound, as if the starter is spinning
but not engaging its gears with the engine flywheel.  Needless to say, the
car does not start.
        Is this what is going on?  If so, what can I do to fix it?  I had
similar problems off and on before, and evenetually the starter just died.
The new starter went on without difficulty, but did I do something wrong?
