New emissions rules, etc.

I am attempting to get a copy of the proposed emissions inspection
rules.  That's the only way to really know what's being proposed.
I didn't have any luck getting through to anyone at EPA this afternoon,
but I will eventually.  When I get them and read them, I'll post a
summary.

I was very unhappy to see one of our most thoughtful and mature
members flamed for a rather insightful posting by another of our
best and brightest.
