Remember that in California you can always appeal to the Bureau of 
Automotive Repairs (BAR) about pollution control questions.  The one
time I dealt with them they were quite helpful.  Amongst other things,
I believe that they have a list of approved replacements for situations
where parts are unavailable, etc.
