California Vehicle Noise Laws

The section to cite for excessive noise is 27150a CVC. 27150b CVC 
relates to off-highway vehicles. 27150c CVC states that 27150 and its 
associated subsections do not apply in a legal organized racing event.

27151 subsections a & b relate to modified exhaust systems.

27200 CVC and associated subsections relate to vehicles cannot be 
reported on a Dealer Report Of Sale or offered for sale if the vehicle 
does not meet the noise limit standards.

The noise limits are listed in Section 27202 CVC for motorcycles and 
Section 27204 CVC for vehicles.

In my personal opinion, there is no legitimate reason why anyone would 
need to run an autocross car without an adequate muffler, especially 
today. If you use a quality muffler such as Flowmaster or Borla, etc, 
these mufflers have been designed with a lot of technology in exhaust 
tuning for performance.
