Being able to say this in response to the nice old folks holding speaker
cards at the back of a Planning Commission hearing is much easier for
everyone to digest. It doesn't matter that the law is imprecise on this,
it just "sounds" better.
And exactly how do you measure that standard. Last time I looked, I saw
cars register over 100dB but I never saw a message flash across the screen
that
said "exceeds sound standards allowed on public roads."
