The smog exemption issue arose in the first place because many older cars were
being measured to a standard stricter than that which they were designed to
meet in the first place. The exemptions were granted partly in realization that
there are relatively few cars of that age, many of which are rarely driven. The
exemption does not permit one to drive a car which produces smoke.
