New Autox site

Can someone send me information on the specifications for a new site,
questions to ask, and requirements.  I think I've found someone with land we
could use.  The owners will not be back till the end of the month.  I've
seen pictures of the site and it is very flat but needs pavement.  Any help
would be appreciated so that I can find out if it would be worth our time
and money.  The site is located on the WEST COAST in the Gilroy area.
