Well, it shouldn't pull in either direction just from a toe change,
unless changing the toe also affected some other alignment parameter.
Changing the toe alone would just change the angle of the steering
wheel when you're going straight.

I would just adjust both tie rods the same amount like you were
planning.
This is all from a theoretical perspective. I haven't actually
adjusted my alignment myself, but I watched Jack and I read a lot.
