A disproportionate percentage of people who run from the cops in routine
traffic stops are fugitives, which suggests the tradeoffs of a strict "no
chase" policy. It would be interesting to see an analysis of overall
cost/benefit ratios for chase policies. That is, the risk incurred by the
chase itself, vs. the risks incurred by not chasing. Considering that many
violent criminals are caught in routine traffic stops, it's not obvious what
policy would have the best overall cost/benefit ratio.
