They charge 1 second, with the convenient exception of all the cones before
the start lights, which DON'T COUNT AT ALL. Navid clarified this at one
event and we all took advantage of it by repeatedly mowing down almost every
single cone before the lights in order to get a straight shot at the start.
They didn't seem to mind though, just kept putting them back up.
Another thing about these events- you think it's great that a cone is worth
only 1 second, but they use these iddy biddy bite sized cones, and they use
lots of them. Once you pop, you can't stop! I find that if I hit one, I
usually end up taking at least 5 more for the road.

In SCCA-SFR it's worth two seconds. All other series in Northern
California- PCA, NASA, AAS, Sacramento Cup, Competition SCC, Empire
SCA,--charge one second.
