Can't see a reason why it should not be legal in A-mod.
I think it would be a seriously bad idea.  Gas-turbine race cars have been
famous for throttle-lag.  I don't mean the namby-pamby little lag you see in
turbo-supercharged piston cars.  I mean LAG.  You may be good enough to get
around an autocross course with throttle-lag car, but I wouldn't want to try
it.
Maybe a car with an electric motor on each wheel with a gas-turbine to run
the generator would work. Might be tough getting down to the minimum weight.
Only other use I could see for a gas-turbine would be a more-conventional
prime engine and on of those gas-turbine-powered superchargers they sold in
the sixties.
