I'd argue that the writer didn't know the topic and has been reading too
many NASCAR annecdotes.  Certainly there have been cheaters, but more often,
it's been a dance between those who write the rules and those who find
loopholes to exploit.  It's just an acknowledged part of racing, while the
stick-and-ball crowd tries to pretend it doesn't exist in their arenas.
