"How To Make Your Car Handle" by Fred Puhn is still
the best non-technical book on handling out there. 
"Chassis Engineering" by Herb Adams is also worth a
read.
There's also "Physics of Racing" at
<http://members.home.net/rck/phor/>, recently rendered
in PDF form by your friendly typesetter.  It's
technical, but not as steep as Tune to Win.  And you
can't beat the price...
