Interesting idea, but I believe it would fall down on
the recordkeeping.  Regional staff is already
overworked without keeping track of which tire remans
are good and bad.

I think if one were to allow retreads it would likely
be under the same criterion as new tires:  DOT
approved.  (U.S. Federal Motor Vehicle Safety Standard
No. 117 for you policy wonks out there.)  Whether this
rule has teeth enough to be useful I have no idea.

I wonder what sort of contingency program Bandag has
to offer... :-)
