Thanks for the thought, Mike!  This is certainly a key point...  I've
been saying that the C&C rule applies both to the performance of the
car and of the driver (e.g., pedal covers and shift knobs should not
be allowed via C&C), but it looks like the old GCR disagrees.

I still prefer my interpretation, but I recognize that it is disputable.
