Seat belts and harnasses

I have a question that could be answered by the solo II rules book I'm about
to order (threw the 3 year old book out last week...), but I'd like to know
the answer soon so that (if allowed) I can order a harnass this week.

Here's the question.  What are the rules pertaining to installing harnesses
in the stock class?
