What is stopping you from canceling the charge on the credit card? Cancel
the charge and report to the credit card company (hope its Amex) that the
goods were not delivered. If he has indeed shipped then it will arrive at
your
door and you can pay him then. If he hasn't shipped then you were right.
File a dispute and the charge will be credited back to your account until
there
is resolution.
