John,
Your speaking of the front valance. It would require some disasmebly of the  
front end and some serious paintwork, but you can do it. It's about a $400 
part  and I believe it bolts into the fenders. If you can see rust from the 
top,  
you won't want to see what's underneath. You may want to make this a part of 
a  larger scale rust removal project.
