J-type OD solenoid

Hello, my OD stopped working and i suspect it is the solenoid. The bentley 
manual doesn't describe the operation very well. I took it off and connected it 
to 12 volts. The inside does move up but only about 1/16". When you look at the 
part that goes into the OD i can't see a hole where oil flows through. Can 
solenoids be rebuilt or is it better just to shell out $200 for a new one?
