There is an editorial in the latest Moss "British Motoring" vol. 23,
Winter 2005, on P. 3.  "Emissions Laws".  It agrees with  what Walt B.

The bill that was just signed changed the exemption from a rolling 30
year to a fixed 1975 year. Newer than 1975 need smogcheck, older do not.
Nothing else has changed or is about to change AFAIK.... I have 4 cars
in the 67-74 range and pay close attention to this ...
