Tim---The rack will have to come forward, as others have written. Remove
the pinch bolt at the bottom yolk, und oudt mit der U-bolts.   
Looks like you already got the new sprockets, so you might as well
install them. You can test the wear of the old sprocket by wrapping the
(new) chain around it, and try 'lifting up' on the chain. If the
sprocket is worn, the pitches won't match well. (This test also works
when trying a used chain on a known good sprocket, as well.)

The key in the crank extension can sometimes be a bear to remove.  And
the lower sprocket itself should be snug enough to be testy, during its
removal. A well-placed gear puller is usually necessary to get it off,
being careful not to damage the internal threads of the crank pulley
bolt.  Polish up the shaft for easier reinstallation. Use Loctite on
crank pulley bolt. Watch the cam timing.
