A method that has worked well for me is that after a serious repacking with
grease, tighten the bearing with a wrench to 'set' the bearing, or get all
the slop out of the adjustment.  The set should be accomplished with about
40 foot pounds of torque.  Do this two or three times then loosen the nut
all the way.  Re-tighten the nut using only your fingers to get it as tight
as possible, then install the cotter pin.

Check for play with the wheel on.  There should be none.
