John---I never thought about removing any wax, as there shouldn't be any
under the (old?) decal. However, if you are putting them on a car that's
been painted, then waxed, it couldn't hurt to go over the area with a
little detergent soap, then flush good. I remember also using a spirit
level and a marking pen as a guide.
