speedo overhaul

I have just removed the bezel from my speedo and hv a couple of questions

there appears to be some black filler goop inside the ring. any ideas on
what it is and what is a good replacement?

where can I get the sealing rings that go between the instrument and the
wood dash? I can't see them in the moss catalog.
