Ok, dumb question...do you have a check valve on the vacuum line? Are their any leaks or air in the lines? You shouldn't need to have a spring on the pedal (typically it's only used when using hydrob

Do you know what the booster is off of? Is it new, used, Rebuilt? It shouldn't suck the petal to the floor if it is functioning correctly. Could be you just have a bad booster . You should not need a
