My guess, the return valve inside the MC is not opening, for whatever reason. Might be a misadjusted pushrod/pedal stop; could be the pedal hanging up (binding), or even a missing pedal spring. With

BTDT, My experience was the same as Randall's, taking some pressure off the line freed up all wheels. I adjusted the 'Primary' cylinder rod maybe 1/4", don't remember if it was in or out, problem sol
