Don't. Patience. Seriously. Apply a good quality spar varnish for UV resistance. Let it dry between coats and sand lightly. Put on 5 or 6 coats like this and you should have a nice finish. Be careful

There are various sealing putties sold which can be applied to the pipes at assembly. I think they harden with heat, but it's less permanent than welding. Have a look at your local auto supply place.
